About Integrated Personnel Services: business, products and customers

Integrated Personnel Services finds workers for companies, keeps many of them on its own payroll while they work at client sites, and also hires permanent staff and runs payrolls for clients. Its shares trade on NSE Emerge.

Integrated Personnel Services started in Mumbai in 2004 and groups its work as raising (executive search, recruitment outsourcing and IT staffing), leasing (contract staff for engineering, infrastructure, oil and energy, hospitality, telecom and sales roles) and managing (payroll, compliance and setting up HR for smaller firms). IT staffing runs mainly through the wholly owned subsidiary IPS Vantage Tech Services, and a US subsidiary, IPS Tech Inc, and a Qatar company in which it holds 49% were added in FY24 and FY25. At the time of its listing it worked from 11 branch offices and had more than 6,000 associates, as it calls its contract workers, placed with clients.

In contract staffing the associates sit on the company's payroll, so their wages and statutory dues are billed to the client and counted as revenue. That is why revenue is large and margins are thin: in the restated accounts of the offer document the cost of services took about nine tenths of revenue. The company pays associates every month while clients pay later, so money owed by clients and the bank cash credit that funds it rise with every step of growth, and operating cash flow was negative in FY24 and FY25.

Read more about the business

The offer document calls staffing a highly fragmented industry with low barriers to entry, where the company competes with regional, national and international firms and with unorganised players; it names no competitors. It says it concentrates on infrastructure and industrial staffing, where it says mostly small or regional players work. Clients make no volume commitment for flexi staffing and some contracts can be ended at short notice.

From the offer document (prospectus, October 2022) and the FY25 annual report filed on NSE.

Is it a good business? Six questions

Each answer is about that one question, read from the documents; tap one for the evidence. Not a view on the shares.

Integrated Personnel Services earns a small markup on large bills for workers it places with clients, plus fees for hiring and payroll work.

Its weak spots are thin margins in a crowded trade, contracts that clients can end quickly, and growth that has to be funded with borrowed money because clients pay after the workers are paid.

WatchCan it set its own prices? Not much. The company says its trade has low barriers to entry and many unorganised rivals, and most of each bill is the worker's pay passed through.
The evidence. The offer document lists a highly competitive and fragmented industry with low barriers to entry as its first risk; cost of services took 90.8% of FY22 revenue.Offer document, p.31 and p.206
AverageHow strong is it against rivals? It has a long record, branches across India and a focus on infrastructure and industrial staffing, but no clear edge over larger national firms is shown.
The evidence. The offer document says few big staffing companies work in infrastructure and industrial staffing and that mostly small, unorganised or regional players do; it worked from 11 branch offices.Offer document, p.105 and p.110
AverageWho are its customers?A wide spread of companies, none very large for it, though engineering and IT clients make up more than half of sales.
The evidence. Top 10 clients gave 42.07% and the largest 8.98% of FY22 revenue; engineering and IT gave 32.69% and 25.20% of FY22 revenue.Offer document, p.34 and p.212
WatchDoes it need a lot of money?Yes. Wages go out before clients pay, so growth is paid for with bank cash credit and new shares, and cash also went out as loans to related companies.
The evidence. Consolidated operating cash flow was −₹5.6 cr in FY25 and −₹1.9 cr in FY24 as trade receivables absorbed ₹16.0 cr and ₹15.0 cr; the standalone cash flow shows net loans of ₹7.6 cr given to related parties in FY25.Annual report FY25, p.95 and p.138
AverageCan it keep finding new work?It has kept adding clients and sales every year since the pandemic dip, but nothing is booked ahead because staffing contracts carry no fixed volume.
The evidence. Consolidated revenue rose from ₹245.6 cr in FY24 to ₹316.2 cr in FY25; flexi staffing contracts give no commitment to a specific volume of business or future work.Annual report FY25, p.26; Offer document, p.42
AverageDo good and bad years swing a lot?The work is not seasonal, but contract staffing falls when clients stop hiring, as it did in the pandemic year.
The evidence. The company calls its business not seasonal; restated revenue fell from ₹169.0 cr in FY20 to ₹138.4 cr in FY21 and recovered in FY22 as non IT clients started rehiring to pre covid levels.Offer document, p.206 to p.207 and p.212
